Rachel Maloney

Rachel Maloney Joyner is currently the planning project manager at the Niagara Frontier Transportation Authority. In this role she is responsible for the Light Rail Extension project, now in the environmental review process. 

She began her career in Erie, PA serving as the Grants and Planning manager as well as the paratransit manager at EMTA.

With a decade of transportation planning experience, she has been responsible for a wide range of transit activities. Some highlights include the management multiple long-term planning projects and studies; facility construction; transit operations; public outreach engagement including the establishment of a Citizens Advisory Committee; and grant management.

She holds a Master’s Degree in Urban and Regional Planning from the University at Buffalo and a bachelors in Political science from Gannon University and has been recognized by the American Public Transit Association (APTA) as an Emerging Leader.
